But milestone inspections are only half of the compliance picture. The other half — and the one that catches many associations off guard — is the Structural Integrity Reserve Study, or SIRS.

What Is a SIRS?
A Structural Integrity Reserve Study is a Florida-mandated evaluation of a condo or cooperative building’s structural components and the reserve funds needed to maintain them. Unlike a milestone inspection, which is a one-time structural check tied to a building’s age, SIRS is about long-term financial planning: making sure the association is actually setting aside enough money to maintain the building’s structural integrity over time.
Which Buildings Need One
- Condo and cooperative buildings three stories or higher
- Associations required to complete an initial SIRS on a set schedule, then update it at regular intervals
- Buildings that previously waived structural reserves — a practice no longer permitted under current law
Because requirements and deadlines have shifted since the law was first introduced, associations should confirm current timelines with a licensed professional rather than relying on outdated guidance.
What a SIRS Actually Evaluates
A qualified inspector examines specific structural components, including:
- Roof
- Load-bearing walls and other primary structural members
- Floor and foundation
- Fireproofing and fire protection systems
- Plumbing
- Electrical systems
- Waterproofing and exterior painting
- Windows and exterior doors
Each component gets a remaining useful life estimate and an associated cost, which then feeds directly into the association’s required reserve funding.
How SIRS and Milestone Inspections Work Together
Think of the milestone inspection as the structural physical — a point-in-time check on whether the building is sound right now. SIRS is the long-range financial plan that keeps the building sound going forward. Associations need both, and the findings from one often inform the other. A building that identifies deferred maintenance during its milestone inspection will typically see that reflected in its SIRS reserve calculations as well.
Why This Matters for Buyers, Not Just Boards
If you’re purchasing a condo, ask to see the association’s most recent SIRS and reserve funding plan before you close. An underfunded reserve often means a special assessment is coming — sometimes for tens of thousands of dollars per unit. A building’s compliance history tells you as much about your future costs as the unit’s square footage does.
